The Republic's quiet economic turn

The headline numbers are good, and the ministers know better than to say so too loudly. Cyprus has learned that a boom announced is a boom already spent. The turn this time is toward the unglamorous work of institutions, courts, energy, the grid.

Whether the discipline holds is the open question. The island has grown before and forgotten why. This time, at least, the conversation is about the next decade rather than the next quarter.
